VPS is a web hosting related term that refers to a Virtual Private Server. 
A virtual private server is a unique partitioning of resources of a dedicated server for each user.
VPS can be given root access, as each VPS hosted on a single dedicated server will be running a unique copy of an operating system hosted on a unique partition of the dedicated server’s hard drives.
